The activity will aim to improve social protection system performance to create a supportive environment for quality community-based social services, non-institutional support, and active inclusion of vulnerable groups in the labour market. The above is pre-requisite preparation for ESF measures of promoting active inclusion and active participation, developing evidence-based diagnosis and policies supporting the shift from institutional to community-based care while also being gender responsive. Interventions will initially be based on institutional and capacity building support to the Ministry in charge of social policy and the Republic and Province Institute for Social protection. The social protection system will be modernised to enhance non-institutional care and timely access to quality and sustainable, community-based social services for the most disadvantaged women and men, boys and girls.
